# The best knowledge base software for small teams

The best knowledge base software depends on who needs the answers. Notion suits flexible internal workspaces, Confluence suits Atlassian teams, Outline suits a focused company wiki, GitBook suits published product documentation, and Help Scout suits customer support. Mojobase connects approved business knowledge to the AI handling email, tasks and support.

## Who is your knowledge base meant to answer?

Start with the reader: employees learning a process, customers solving a problem, or developers using a product. A knowledge base succeeds when that reader finds an authoritative answer. More writing features do not compensate for unclear ownership, old instructions or an accidental public draft.

This is a vendor-written guide: we make Mojobase. The six recommendations reflect different jobs, with competitors' own pages linked beside the relevant details. Features and US-dollar prices were checked on 7 November 2026. Check Outline and GitBook's current pricing pages for a quote matching the team, site and usage you need; this guide does not quote their amounts.

| Primary reader or job | Best fit here | Reason to shortlist it |
| --- | --- | --- |
| Staff organizing varied work | Notion | Wiki pages alongside configurable databases |
| Teams already using Atlassian | Confluence | Spaces, project knowledge and Rovo |
| Staff needing a focused wiki | Outline | Collections, collaborative editing and AI answers |
| People reading product documentation | GitBook | Published docs, navigation and API documentation |
| Customers asking support questions | Help Scout | Docs beside the support inbox |
| People and AI following company rules | Mojobase | Approval labels and a shared business profile |

The [help-center guide](https://mojobase.ai/learn/what-is-a-help-center) explains the customer-facing form of that library.

## Which knowledge base should each small team choose?

Choose Notion for a flexible internal workspace, Confluence for Atlassian teams, Outline for a focused wiki, GitBook for product docs, or Help Scout for support articles. Mojobase suits owner-maintained business rules that also guide the company's AI.

### Notion: best when a wiki is part of a flexible workspace

Notion combines pages and wikis with databases, forms and project structures. Its [pricing page](https://www.notion.com/pricing) includes Notion Agent on Business, while Free and Plus offer limited introductory AI access. Business also adds verified pages, private teamspaces and granular database permissions.

Choose Notion if the team wants to shape its own workspace, with processes linked to structured lists and dashboards. It is more flexible than Mojobase Handbook for that job. Decide who maintains the structure: a collection of attractive pages still needs owners, review dates and a rule for retiring obsolete instructions.

### Confluence: best for teams already working in Atlassian

Confluence organizes documentation into pages and spaces, with templates, databases and whiteboards. [Atlassian's plan comparison](https://www.atlassian.com/software/confluence/pricing) lists Rovo Search, Chat and Agents from Standard; the Free plan supports ten users with 2 GB of file storage.

Confluence is the stronger fit when shared project documentation belongs with an existing Atlassian workflow. Standard adds advanced permissions and guest access. Its cost depends on team size and billing choice, so use the calculator for your actual headcount rather than multiplying a headline rate intended for a different tier.

### Outline: best for a focused company wiki

Outline centers the product on documents and collections, with collaborative editing, comments, permissions and version history. Its [AI answers guide](https://docs.getoutline.com/s/guide/doc/search-ai-answers-NIKPvYrx06) says answers cite source documents, respect the reader's permissions and exclude drafts. An administrator enables the feature.

Outline is a better choice than Mojobase when teammates need to write and edit the wiki together. Its cloud pricing uses team-size bands rather than a charge for each seat. Self-hosting is also available, but the free Community edition should not be confused with the cloud or licensed editions that include AI answers.

### GitBook: best for published product and developer docs

GitBook's [publishing workflow](https://gitbook.com/docs/publish/publish-a-docs-site) supports starting from a template, an import, an OpenAPI specification or a blank section; Git Sync is optional. Its pricing page lists a visual editor, API documentation and preview deployments, with custom domains and reader AI answers on Essential.

Choose GitBook when documentation is a product people visit, especially if API reference material is part of it. GitBook offers a more specialized publishing workflow than Mojobase. Its bill combines a site plan, users and potentially AI usage, so compare the complete docs operation rather than the site price alone.

### Help Scout: best for a knowledge base beside customer support

Help Scout's Docs sits alongside its shared support inbox. Its [official pricing page](https://www.helpscout.com/pricing/) includes one Docs site on Free and multiple knowledge bases from Standard. AI Drafts draws on help content and conversations; unlimited drafts start on Plus.

Help Scout is a better fit when support is the team's main job and articles should feed directly into that workflow. Its Envoy chatbot answers from knowledge content and custom sources, billed per resolution. Treat a public help center and a private staff handbook as separate needs when deciding whether support software can cover both.

### Mojobase: best for knowledge used by the business's AI

Mojobase Handbook stores policies, how-tos and decisions, plus the business profile every AI run and connected agent reads first. Answers cite passages with checked quotes and identify the source as Approved, Draft or Changed by AI since approval. AI edits have history and Undo; a person confirms approved material changed by AI.

Owners edit while teammates read shared collections. Publishing sends approved pages to a public docs or help site, with search, Markdown copies and `llms.txt`; a person presses Publish. Choose Mojobase when the same business rules should guide Email, Tasks and Support. Choose a collaborative wiki if many staff need to author pages together.

## What will a small team's knowledge base cost?

[Outline Cloud](https://www.getoutline.com/pricing) uses team-size bands. [GitBook](https://www.gitbook.com/pricing) combines site, user and potentially AI charges. Check the current offers for your actual team and documentation needs. Mojobase costs $39 a month for the first person and $25 for each after.

The table spells out whether each bill counts members, sites or AI outcomes; those units change what a small team actually pays.

| Product | Plan and billing basis | AI or team caveat | Official source |
| --- | --- | --- | --- |
| Notion | Business: $20 a member per month, billed annually | Includes Notion Agent; custom agents use separate credits | [Notion pricing](https://www.notion.com/pricing) |
| Confluence | Standard: $7.15 a user per month, billed monthly at ten users | Team-size pricing; Rovo included | [Confluence pricing](https://www.atlassian.com/software/confluence/pricing) |
| Outline | Cloud: team-size bands; check current offer | AI answers on cloud and licensed editions | [Outline pricing](https://www.getoutline.com/pricing) |
| GitBook | Essential: site, user and AI charges; check current offer | Includes 2,000 AI credits | [GitBook pricing](https://www.gitbook.com/pricing) |
| Help Scout | Standard: $25 a user per month, billed annually | Envoy adds $0.75 per resolution, charged monthly | [Help Scout pricing](https://www.helpscout.com/pricing/) |
| Mojobase | $39 a month for the first person, $25 for each after | Other apps and a monthly AI allowance included | [Mojobase pricing](https://mojobase.ai/pricing) |

## How do you keep AI answers tied to approved knowledge?

Require sources, permissions and a visible approval state. A citation proves where an answer came from; it does not prove that the cited policy is current. Someone must own that policy and decide when a revision becomes authoritative.

Mojobase distinguishes approved pages from drafts and AI changes. Edits to a published collection stay inside the Handbook until a person publishes again. Its [MCP server](https://mojobase.ai/mcp) gives connected agents access under the same permission rules.

## What should you migrate first?

Start with ten answers people repeatedly ask for, each with an owner and a review date. Include one policy, one procedure and one customer-facing article so you test different audiences. Ask a new teammate to find the answer, then ask the AI and inspect its source.

Archive contradictions before importing the rest. Test an export too: you should know how to take the knowledge elsewhere. For a neutral explanation of internal and public knowledge bases, read [what a knowledge base is](https://mojobase.ai/learn/what-is-a-knowledge-base).

## Questions people ask

### What is the difference between an internal wiki and a help center?

An internal wiki explains how the company works for employees. A help center answers customer questions publicly. Knowledge base software may do either or both, but publishing controls must keep internal policies, draft answers and private information out of the customer-facing site.

### What is the best free knowledge base for a small team?

Confluence Free supports up to ten users. Help Scout Free includes one Docs site and up to five users, making it useful for a support-focused start. Notion Free limits blocks for workspaces with multiple members, so check that constraint before moving a team wiki.

### Can AI keep company policies up to date automatically?

AI can draft and revise policy text, but a person must establish which policy is authoritative. Mojobase records AI edits with Undo and marks an approved page as changed by AI until a person confirms it. Publishing is also a person-controlled step.

### Can teammates edit Mojobase Handbook pages?

Mojobase Handbook gives owners editing control while teammates read the collections shared with them. It is a better fit for owner-maintained business rules than a wiki everyone co-edits. Choose Outline, Notion or Confluence when broad collaborative authoring is a requirement.
